QCamera2: Restrict preview template to maximum of 30 fps. Template preview range can now go to a maximum of 30 fps while video can achieve the full range advertised by ANDROID_CONTROL_AE_TARGET_FPS_RANGE. BUG=28705511 Change-Id: Ib836504b23af7c10bf162294d8c5b92ac824b5b4
