Fix for incorrect timeout value for large timeouts - Byte packing order was incorrect for byte1 and byte 3 which will get observed only for large timeout values as for remaining cases it will be 0x00 - To fix this order of byte1 and byte3 is corrected Bug: 284849961 Test: Manual test check timeout after failure count more than 70 times Merged-In: I7c4cf13ba3ecd8d6d91d29f75f7cf999548cb357 Change-Id: I12a3b5b11af8cf5906fbc4358e088fe827d8cbde
