composer: adds BufferAhead for the LayerCommand.aidl Adds a Capability param as BUFFER_AHEAD to check if BufferAhead is supported. Test: Device boots after these changes. BUG: 198186628 Change-Id: Ic0f3e602635a2519f4e90c546dfca1af985116f9
