hwcrypto: Cleaning up returned operations Modifying delegator to match new behavior of HwCrypto Server. Now it will only return operations with data generated by the service. Bug: 393162614 Test: build & run hwcrypto unit and vts tests Change-Id: I05401031413d029e2e320ac22a43a829d245da39
