Move VINTF fragment to binary module VINTF fragment defined in the APEX module would be installed in the partition rather than APEX itself, which can cause mistmatch when APEX itself is updated. This change moves VINTF fragment to binary so it can be installed within the APEX it contains. Bug: 412548888 Test: m nothing passed with neverallow rules on those properties.
