Increased JPEG encoding's internal coded buffer size.

BZ: 166113

Issue: Found under certain circumstances the source image
data output from Camera Imaging system could be extremely
complex so that the current JPEG encoding's internal coded
buffer became too small to take the coded.

Solution: Increased JPEG encoding's internal coded buffer
size to make it even fit the extreme cases.
