Using the new vaCreateSurface for VP8 encode.

Replace vaCreateSurfacewithAttribe with vaCreateSurface in libmix layer;
VP8 encode had special requirement about attribute list.
For YUV file to IVF file test tool, it didn't need copy surface.
So, just walk around it.
