Extend MAX_GRAPHIC_BUFFER_NUM to 64 to support VPP.[Video-MRFLD]

BZ: 83081

In current design, VPP(Video Post-Processing) will apply for
extra graphic buffers from native window, the same buffer queue
as decoder, so we need to extend it to 64 so far to enable VPP UC.
After evaluating VPP performance, we can shrink it to the actual
number needed.
