revert revert PowerHAL: fix native crash when switching different profiles in a binder call

Revert 'Revert "PowerHAL: fix native crash when switching different
profiles in a binder call"' commit 73aa67780393c5c15ab79d97413f032df1f45b57
to fix the original native crash problem. There is a following patch to
fix the deadlock issue within the same patchset.
