Use UclampMinInit for CPU LOAD UP/RESET hint

The original ADPF sets UclampMinHigh for CPU LOAD UP/RESET which binds these hints and the UclampMin upper bound together. While trying to relax the higher bound, it makes these hints power wasted.
Use UclampMinInit to separate them.
