Add Pixel Atrace hal to readtracefs group
This hal replaces the default hal on Pixel devices and also needs
permission to enable and disable trace events.

Test: adb shell perfetto --background --txt -c
data/misc/perfetto-configs/trace_config_detailed.textproto -o
data/misc/perfetto-traces/output.pb
Check no atrace errors in logcat
