PixelStats: Fix ACTION_BATTERY_HEALTH

ACTION_BATTERY_HEALTH wasn't being logged as there was no
logger.record() call.  Switched to using logIntAction template
like all other calls to prevent the error.

ACTION_HARDWARE_FAILED was switched as well, but it was fine before.

Error was caught with the test client.
