pixelstats: Add option to skip overall ratelimit Add an option to allow certain callers to avoid the overall daily ratelimit. This is a good option for events that happen with a low frequency: i.e. 2x->4x daily, and shouldn't be ratelimited based on more frequent and bursty actions. Bug: 69979011 Test: unit test added.
