Take persist.vendor.camera.raise_buf_allocation_priority as true by default Set camera HAL StreamBufferCacheManager thread with max non-real-time priority. Bug: 243854271 Test: manual - tracing shows thread run in new priority Change-Id: Iab2970042aeb7c8485182621548c4638cfb6be27
