Camera: Maintain ConstructDefaultRequestSettings return value ConstructDefaultRequestSettings could return ILLEGAL_ARGUMENT. Propogate it to the framework. Test: Camera CTS on Cuttlefish and Pixel Bug: 309627704 Change-Id: Ifdca3981e8d3da298bb5905e88c773f20e76bc8d
