Allowing for [30, 30] to [60, 60] transition happen without session reconfiguration

This change allows for transition of [30, 30] to [60, 60] without session reconfiguration. To avoid having a glitch in viewfinder when GCA unthrottles from 30fps to 60fps. The feature is active only when the session parameter kVideo60to30FPSThermalThrottle is enabled.
