The plumbing for API changes Bug: 16403458 Do the plumbing changes necessary to address the API changes that are requested by the API council. This includes adding a helper to offload most file upload functionality to webview. Change-Id: I425bc47099f4d78c03ac510e53963c3dbeefbc85
