Display: Add brightness_direction field to DisplayBrightnessChanged atom

Introduces a new 'brightness_direction' field to the 'DisplayBrightnessChanged' atom. This change also adds a 'BrightnessDirectionEnum' to define the possible outcomes when a brightness adjustment is made.

Test: StatsD and manual (using device)
