Create a new atom for MediaCodec that captures playback duration.
The new atom is created from the existing MediametricsCodecReported
atom and additionally adds playback duration. The new atom needs
to be defined because the proto needs to be flattened so field-based
filtering can be applied when collecting playback-duration.
Test: Manually used statsd_testdrive on each atom before/after changes
to verify identical fields
