Convert Keystore2 atoms into pulled atoms. Keystore2 atoms need to be rounted to statsd via a proxy. Since the proxy support is currently available for pulled atoms only, converting the keystore2 atoms into pulled atoms. Ignore-AOSP-First: No mergepath to AOSP.
