Update stats-log-api-gen arguments.

- Get rid of unused compileQ. Replace with more generic compileApiLevel which accepts
an int for specifying which API level the generated code will be
compiled against.
- Add minApiLevel argument which specifies minimum API level the
generated code should be compatible with at runtime. Replace supportQ
with minApiLevel 29.
