Adding proto enums for new settings page

A new settings page is added to control OP_SCHEDULE_EXACT_ALARM. Adding
protos to log whenever a user toggles the permission for an app using
this page.

Test: make statsd_testdrive && \
./out/host/linux-x86/bin/statsd_testdrive 97
And manually toggle an app from the settings page:
adb shell am start -a android.settings.REQUEST_SCHEDULE_EXACT_ALARM
