Add ProcessMemorySnapshot atom Introduce new atom to replace existing ProcessMemoryState and NativeProcessMemoryState ones for telemetry purposes. This change is the first step to decouple memory stats from the framework internals. Follow-up CLs will remove the telemetry parts from the existing atoms.
