Repackage ConfigUpdateInstallReceiver in telephony-common

This utility class is selectively and statically linked in both
telephony-common and system services. Avoid collisions by repackaging
the class in telephony-common. This also ensures the class is properly
kept based on telephony-common's Proguard rules for internal
com.android.internal.telephony.** packages.
