Remove obsolete workaround for ClickableSpan a11y

This workaround created an inconsistent experience for
accessibility users and adversely affects some
accessibility services. ClickableSpan is supported
natively from O forward, so this class is no longer
needed.

Test: Removing test for class I'm deprecating. Verified
SelectToSpeak works properly on previously broken SUW
text fields. There are already CTS tests for ClickableSpan
accessibility.
