Check for TELEPHONY_CALLING so we do not crash when it is disabled in IMS

When IMS is still enabled, but TELEPHONY_CALLING is disabled, IMS
makes assumptions about whether or not certain voice related features
are enabled. This change fixes some crashes that were happening
when running IMS CTS related tests on devices where TELEPHONY_CALLING
is disabled.
