Fixed fatal exception in EthernetServiceThread When this.mIpConfig is not initialized, it will cause a java.lang.NullPointerException and put the device in a boot loop with the following error: FATAL EXCEPTION IN SYSTEM PROCESS: EthernetServiceThread Test: passed pre-submit boot test.
