DO NOT MERGE Expose TitleBar so that elevation can be adjusted Elevation is used to render a drop shadow, so also had to add a background color to the titlebar to allow for proper rendering. Bug: 79582906 Test: ran local tests Change-Id: Iee5ab384b41ad3a46528a7a692d51e6558382e23
