SF: Per-display GlobalSignals for SchedulerTest

GlobalSignals fields have changed in granularity with the
follower_arbitrary_refresh_rate_selection flag enabled. Idle and power
are per-display now while touch is for all displays (vs just the
internal).

This CL fixes SchedulerTest#chooseDisplayModesMultipleDisplays, which
has assumptions regarding GlobalSignals and global timers baked into
the expectations.
