Test including metadata for building layer snapshots When kSnapshotLayerMetadata is set, metadata should be included in building layer snapshots, and vice versa. Adds tests to verify this. Bug: b/330785038 Test: atest CommitTest Change-Id: I523f124f1cee82e2e20a44957a33252995d8e216
