Satellite client wrapper for SatelliteManager

Test: manual
- Pushed the SatelliteClient jar to /system_ext/framework.
- Validated the android.telephony.satellite.xml is included in /system_ext/etc/sysconfig
- Added <uses-library android:name="android.telephony.satellite"/> to the test app (used GmsCore as an example test app)
- Validated that "SatelliteManagerWrapper wrapper = SatelliteManagerWrapper.getInstance(context);"

Followup: Submit the cl that includes the PRODUCT_PACKAGES in build/make/target/product/base_vendor.mk
