Provider wrapper for monitoring satellite communication allowed state changed

Add wraper API to provide a way to call registerForCommunicationAllowedStateChanged/unregisterForCommunicatonAllowedStateChanged.

Test: manual
    1. push updated SatelliteClient.jar into /system_ext/framework/
    2. run SatelliteTestApp to check whether the APIs are working as intended.
