[ATF integration] Resources converter

Converts resource from values.xml(Android) to strings.properties
(Generic Java).

Layoutlib runs in few different env (testing, and studio), which
made it hard to resolve ResourceBundle within ATF when running from
layoutlib.

Easiest way for now is to convert all strings to generic java
strings.properties for Studio to understand.
