cameraservice: Add libcamera_metadata to static lib
- Enable VTS to link to the lib when running as a vendor
test since libcamera_metadata may not be installed in vendor
if there is no dependency
Test: VtsHalCameraServiceV2_0TargetTest,
VtsAidlCameraServiceTargetTest
