DO NOT MERGE Fix up time_zones_by_country.xml for tzdb2020f [O]

Fix up time_zones_by_country.xml for tzdb 2020f. Unlike later releases,
O uses time_zones_by_country.xml for teleophony time zone detection.

Because of the Australia change, Australia/Currie (King Island) is
no longer needed, as it is identical to Australia/Hobart for all
timestamps since 1970 and was therefore created by mistake.

Updates Casey, DumontDUrville and Canada timezone orders based on
