Make DexOptHelper.forceDexOpt a legacy dexopt only method. This change also moves the declaration of these two methods from the IPackageManager interface to the PackageManagerInternal interface because IPackageManager is in f/b/core and therefore cannot access LegacyDexoptDisabledException.
