Do not set thread priority to background for ApplicationsState.Loader ApplicationsState.Loader will do UI sensitive IO, so do not set its thread priority to background. Bug: 131214885 Test: priority kept in top-app Change-Id: I305a59e82e330f530aed7fbf9b9ba244ee073340
