[Flexiglass] Fix the missing user switcher issue

We display the STANDARD_BOUNCER layout instead of BESIDE_USER_SWITCHER
layout when isOneHandedModeSupported is false. We need to have this part
of code back because we need isOneHandedModeSupported to be set
correctly in order to show the correct layout.

Test: Manual tested that the user switcher is present on desktop
Flag: EXEMPT this is to revert to previous code
