Revert^2 "[HA Input] Show notification to hint user can change input device when calling"

This reverts commit d05661f1d99a824d68f2950fc36c32b698eff787.

Reason for revert: CL owner requested to revert this in order to fix the bug b/388436864 with their existing fix. Thanks!
