Fix using the base type for checking When a window is a sub-window, its `mAttr.type` won't be captured by `isSystemAlertWindowType`. Therefore, the window could run into the early return condition and skip the hide/show in `setHiddenWhileSuspended` when its top parent window is a system alert window and the app is suspended, which will lead to security concerns. Therefore, we check the base type of the window instead.
