Handle permission grant for TextClassifierService.

The trust TextClassifierServices are defined in config.xml, and the first
one package is the default system TextClassifier service. Grant permissions
to default TextClassifier Service.

Test: Manual. Use dumpsys pm to check package runtime permissions.
