Move input sink on top of the Activity when needed

An Activity below the TaskFragments could be exposed to user touches
since (1) the upper TaskFragments do not fill the entire Task, and (2)
the bounds of the Activity within the TaskFragment and the Activity
below in the hierarchy can be different.
Therefore, we will need an input sink above the Activity to block the
touches between the TaskFragments. This change could avoid the risk of
tapjecking within the Task.
