Revert^2 "Fix cts testMinimalSizeDocked fail when device supports multiwindow feature."

This reverts commit 9be10dd29b7290531b7cdbd73fe0215404f3650c.

Reason for revert: 
The original CL doesn't seems like the root cause of b/382211612.
