Add bracket checking support to SQLiteTokenizer

Add OPTION_CHECK_BRACKETS to SQLiteTokenizer to allow checking for
unbalanced brackets. This can be used to prevent SQL injection where
user-provided selection strings attempt to break out of parentheses.
