Add exemption check for OP_SYSTEM_EXEMPT_FROM_SUSPENSION
If an app has the OP_SYSTEM_EXEMPT_FROM_SUSPENSION appop,
it cannot be suspended. Add the exemption to SuspendPackageHelper.
