CompatChanges for TileService#startActivityAndCollapse For versions U+, the old startActivityAndCollapse(Intent) should not be allowed to be called, and the binding flag Context#BIND_ALLOW_BACKGROUND_ACTIVITY_STARTS should not be bound.
