[CS][Disable] Move CS#updateQsExpansionEnabled to ShadeInteractor.

Test: manual: via logging, verified that old
CSI#updateQsExpansionEnabled and new ShadeInteractor#isExpandToQsEnabled
always matched values when changing each of the input params.
Test: manual: verified that expand to QS was *not* enabled when the
device went into dozing and was re-enabled when the device woke
