Harden and clean up KeyGenParameterSpec. This ensures that instances of this class are immutable and cleans up some flawed logic discovered when writing up CTS tests. Bug: 18088752 Change-Id: I7a27dbfc3445599bccabbd26e39535ce988a2ab2
