Optimize sysuiResTag This CL optimizes sysuiResTag so that it does not unnecessarily compose the semantics modifier setting testTagsAsResourceId to true. Instead, each Compose root should use the sysUiResTagContainer() once so that its descendants can be tagged using sysuiResTag().
