Change default value of AFAA flags to be on. Bug: 282194993 Test: atest CtsAutoFillServiceTestCases (https://screenshot.googleplex.com/7SwwcQniudkXAkt) Two tests failed, one is marked with flaky already (testAutofill_appContext). The other one (testSetDelayFillFlagTwiceButIntentCanOnlyBeSentOnce) I tried locally is passing 6/10, so probably also a flaky test. Change-Id: I718e585eda34e1060327fb89163ff8a8730a4578
